We are limiting households to three black bags of household rubbish every fortnight.

Apply for an exemption if you think that you will exceed the 3 bag limit.

What is a House in Multiple Occupation (HMO)?

In Colchester a Mandatory HMO includes houses and flats that are:

  • Occupied by 5 or more people;
  • Who form 2 or more households (i.e. the occupiers are not all members of the same family);
  • And who generally share 1 more basic amenity (i.e. kitchen, bathroom, or toilet)

PLEASE NOTE:

You may qualify for an exemption if:

  • You already recycle everything you can, and

In black bag areas

  • You have a large quantity of non-recyclable rubbish which means you are unable to meet the fortnightly limit of three black bags per household (totalling no more than 180 litres). For example, you need to dispose of large amounts of ‘offensive waste’ or you have a large family.

In wheelie bin areas

  • You have a large quantity of non-recyclable rubbish which means you are unable to fit it into the standard 180 litre wheelie bin per fortnight. For example, you need to dispose of large amounts of ‘offensive waste’ or you have a large family.

Your application will be reviewed by one of our team who will contact you by telephone to discuss this with you.

To help us make a decision, you will be visited at your home by a recycling advisor to discuss your request. You will need to show us that you make full use of our recycling and food waste service.

If you have trouble moving your rubbish and recycling out to the kerbside or collection point, you are able to apply for an assisted collection.
